This means the numbers are inherently meaningless, so we shouldn't attach too much meaning to them. Except the point about the hierarchical ID, because Luhmann himself later said it served no other purpose than to give each note a unique ID for ease of reference and that if a new note didn't clearly relate to an existing note he would just throw it in at the end of literally any sequence or the end of the ZK itself and give it the next number.
